Dr Martin Weatherhead
GP Chair
Dr Martin Weatherhead is a practicing GP in Sunderland, who was born and raised in the city, and has played a key role in the delivery of care in the city throughout his career. Dr Weatherhead previously chaired the GP Alliance in Sunderland, and has been fully involved – over many years – in developing integrated services across the city. Martin will work alongside an experienced board and senior officers to ensure that All Together Better delivers maximum benefit for residents in the city, as well as ensuring that out-of-hospital services as run as efficiently and effectively as possible.
Philip Foster
Managing Director
Philip has been working at a senior level in social care in the North East for almost 40 years, and was appointed as Managing Director of All Together Better in February 2019. Having previously held a role as Chief Operating Officer at Sunderland Care and Support, Philip has been involved in All Together Better since its inception, helping shape and deliver the pilot programme that led to the Alliance’s formation. In his role as managing director, Philip will build on the work undertaken during the pilot programme and ensure that the care system in Sunderland is fit for the future, meeting residents’ needs and delivering the effective, efficient and seamless care that people in the city deserve.
Dr Fadi Khalil
Medical Director
Dr Fadi Khalil is a practising GP who has worked in Sunderland since 2010 and looks after patients at The Broadway Medical Practice in Springwell and at New Silksworth Medical Practice. He moved to the North East in 2002 to build his medical career after graduating in Egypt. In June 2019, Dr Khalil took up the role of Medical Director at ATB to help transform how health and care support is delivered outside of hospital and closer to local communities. Working with clinical leaders across health and social care, he is working closely with chair, Dr Martin Weatherhead and managing director, Philip Foster as part of All Together Better’s leadership team to improve how care is co-ordinated and delivered across Sunderland.
Jon Twelves
SRO for Programme one (General practice)
Jon is a Chartered Accountant by trade, training with Ernst & Young and qualifying in 1994. He has a wide range of commercial and public sector experience, and is a Chartered Member of the Chartered Institute of Housing.
Jon’s role as Chief Executive of the Alliance is to drive forward the development of General Practice working at scale to deliver better services for patients, and improve the sustainability of the sector in a challenging climate.
He believes that with challenge comes opportunity, and Jon is keen to ensure Sunderland is placed at the forefront of developments in the NHS, responding to the agendas set out in, for example, the Five Year Forward View.
Lisa Quinn
SRO for Programme two (Mental health, learning disability and autism)
Experience and skills/expertise:
- Executive Director since 2009.
- Worked in the NHS for over 30 years gaining extensive NHS quality assurance, governance and financial experience;
- Extensive experience of contract negotiation and management
- Partnership working and Trust Executive lead for Sunderland, South Tyneside and Cumbria
- Executive lead for the Development of New Care Models
- Nominated CQC Executive Lead for the Trust
- Trust SIRO and Data and Cyber Security Executive Lead
- Executive Reviewer for the Care Quality Commission
Peter Sutton
SRO for Programme three (Enhanced primary and community care)
Peter has worked in the NHS since 1995 and joined City Hospitals Sunderland NHS Foundation Trust in 1999. He previously held the post of Director of Service Transformation working on behalf of NHS South of Tyne and Wear, South Tyneside NHS Foundation Trust, Gateshead Health NHS Foundation Trust and City Hospitals Sunderland NHS Foundation Trust. He became Director of Strategy and Business Development at City Hospitals Sunderland NHS Foundation Trust in September 2013. He was appointed as part of the single executive management team across South Tyneside NHS Foundation Trust and City Hospitals Sunderland NHS Foundation Trust in November 2016 and became Director of Planning and Business Development of the newly created South Tyneside and Sunderland NHS Foundation Trust on 1 April 2019.
Dr Sean Fenwick
SRO for Programme four (Intermediate and urgent care)
Sean was appointed as a Consultant Nephrologist at Sunderland Royal Hospital in 2003 having completed his specialist training in Sunderland, London and Liverpool. Alongside his clinical work he has held a number of additional roles such as Clinical Director and deputy Medical Director at the former City Hospitals Sunderland NHS Foundation Trust. His primary role became the Director of Operations in 2015, initially at City Hospitals Sunderland NHS Foundation Trust and subsequently, from November 2016, as part of the single executive management team across South Tyneside NHS Foundation Trust and City Hospitals Sunderland NHS Foundation Trust. Sean became Director of Operations of the newly created South Tyneside and Sunderland NHS Foundation Trust on 1 April 2019.
